El Paso, TX​Carlos Gallinar released a statement urging El Paso City leadership to coordinate a shelter in place order for the health and well-being of our residents.

“​I urge the El Paso Mayor and City Council to coordinate with the County on a shelter in place order for the health and well-being of our residents. ​We cannot wait much longer. Or wait for Governor Abbott to catch up. Counties and cities throughout Texas and across the country are doing the right thing and taking bold steps to ensure the safety of their residents. We should expect the same,” says Carlos Gallinar in a full statement on Facebook.

Carlos also recognizes the challenges that will come with a shelter in place order and proposes for the City to work on a robust plan to ensure that we provide the resources and clear guidance necessary to help support El Pasoans. Many local businesses are making the hard decisions to lay off employees and social service agencies are seeing their resources depleted. Carlos proposes that the city work on a plan that “includes emergency financial resources in the form of grants or zero-interest loans, rent abatement and a moratorium for commercial evictions similar to the ones already in place for residential tenants, and advocacy at the federal level to ensure that any stimulus package also includes financial resources for nonprofits.”

Carlos is a native El Pasoan, the first person in his family to attend and graduate college. He has dedicated his life to improving the lives of El Pasoans. His work includes affordable housing development, community master plans, modernizing school facilities, and international philanthropic work. For the last three years Carlos has managed his own small business — Gallinar Planning & Development, LLC focusing on community development and urban planning. His goal is to improve the quality of life for all El Pasoans through a more sustainable and healthier city.

Carlos has been married for 15 years to Janine, a social worker and mental health professional. They met while volunteering at Annunciation House, an immigrant shelter and refugee advocacy center. They live in El Paso’s historic Sunset Heights neighborhood with their two young children, Olivia and Joaquin.
